Next actions are about getting clarity. Often we'll make task lists with vague items. "Samantha" is an unclear item that you might find on your todo list. You might understand what it means, but the lack of clarity becomes a barrier to actually doing it.
"Call Samantha to ask about her caterer recommendations" is a clearly defined action with a clearly defined finish point. When you look at your todo list, you can pick out "Call Samantha to ask about her caterer recommendations" and immediately get to work by giving her a call.
Fill your todo list with next actions, and you'll find it easier to get going.
